Plot Synopsis

The Report is a fact-based political thriller that centers on Daniel J. Jones (Adam Driver), a driven and idealistic Senate staffer tasked by Senator Dianne Feinstein (Annette Bening) to lead an investigation into the CIA’s Detention and Interrogation Program following the 9/11 terrorist attacks. Working tirelessly with a small team in a windowless room, Jones meticulously sifts through millions of classified documents, uncovering a disturbing pattern of brutal and ineffective “enhanced interrogation techniques” – amounting to torture – that were misrepresented to the White House, Congress, and the American public.

As Jones and his team delve deeper, they face resistance and obstruction from the CIA, who attempt to conceal the truth and protect their operatives. The film interweaves Jones’s present-day investigation with flashbacks depicting the graphic details of the interrogations, revealing the inhumane treatment of detainees in secret “black sites.” These scenes illustrate the use of waterboarding, sleep deprivation, stress positions, and other torturous methods, often at the hands of unqualified contractors who profited immensely from the program.

Driven by a commitment to uncover the truth and hold those responsible accountable, Jones perseveres despite facing intimidation tactics and bureaucratic hurdles. He collaborates closely with Senator Feinstein, navigating the complex political landscape and the pushback from both the CIA and the executive branch, including the Obama administration’s initial reluctance to fully disclose the report’s findings.

The film culminates in the arduous process of drafting the lengthy and damning Senate Intelligence Committee report, the subsequent attempts by the CIA to redact and undermine its findings, and the eventual, limited public release of its executive summary. The Report highlights the tension between national security and civil liberties, the importance of government oversight, and the long struggle to bring to light the dark truths surrounding the post-9/11 era. It underscores the dedication of individuals like Jones who fought to ensure transparency and accountability, even when facing powerful opposition.
